This Window Opening Control Device (WOCD) is mounted to the top sash on a double hung wood window. The Standard Retrofit Angel Ventlock version fits into the style of the top sash and must be mounted to restrict the bottom sash open to less than four inches. These units are single action, so installing one on either side of the sash ensures compliance with the code ASTM F2090 - 2008 and 2010 Various Sizes and Finishes are Available. To determine what size you need by measuring the window gap between the top sash and bottom sash.
